The Four Bills Congress Should Pass
Congress should scrap the massive, 2,000-page comprehensive health care bill and instead pass four bills that return power back to the States:
Bill 1: Creating real competition & choice in the insurance market
•Advanceable and refundable tax credit to low-income individuals and families to purchase private insurance
•Nationwide market for insurance purchasing
•Small business health plans with large pool discounts
•State flexibility to expand coverage
•Expand incentives for Health Savings Accounts (HSAs)
•Portability of insurance coverage
Bill 2: Litigation reform
•Create protections for physicians who use nationally recognized and adopted best practices, protocols and standards of care
•Allow states to create specialized health courts
•Develop qualifications or standards for physicians who serve as expert witnesses
•Allow physicians to say “I’m sorry” without it being used against them as evidence of implication
•Create a cap for non-economic (pain and suffering) damages
Bill 3: Return Medicare and Medicaid back to the States
•Cut waste and lower administrative costs through electronic claims processing and payment
•Stiffer penalties for Medicare fraud
•Expand Medicare Centers of Excellence through shared savings with beneficiaries
•Tax credits for charity care to bolster free healthcare clinics & hospitals
Bill 4: Investing in science & innovation
•Reform the FDA drug review process to speed and encourage innovation
